Is it appropriate to ask a relaitve to help with a dishonest action?

My wife's sister asked our daughter if they could use my daughter's address on their public school residency application so that their own child could get into that specific school district. This sister and her children live in a different community. I feel that this is fraudulent as information was falsified on the application. I also feel that our daughter should not have been asked to do something like this especially from her own aunt. My wife was not informed of this action by her sister until after she had already had this planned out. Is it appropriate for my wife and I to tell her sister that we did not agree with this action and that it was not appropriate to ask this of our daughter? Of are we making to much out of this and it is time for us to move on?
