How can two different tobacco companies make the same brand?

The good stuff pipe tobacco for as long as I know has been made by RSB bit I recently purchased a bag and noticed the bag having Privateer written where the RSB name used to be. Everything on the bag is identical except for the tobacco company that makes it.
