Difference between SEO and SEM?

It is pretty true that SEO is a part of SEM. But people misunderstood this concept and they think these are different terms.
SEO basically deals with the SERPs through various On and Off Page activities.
SEM includes SEO as well as Paid Promotion techniques like Adwords for Google

SEM: Search engine marketing (SEM) is a form of Internet marketing that involves the promotion of websites by increasing their visibility in search engine results pages (SERPs) primarily through paid advertising.

SEO: Search engine optimization (SEO) is the process of affecting the visibility of a website or a web page in a web search engine's unpaid results—often referred to as "natural", "organic", or "earned" results.

SEM (Search Engine Marketing)is the marketing process with a goal of getting more visibility in search engines either by getting more free traffic (SEO) or paid traffic (PPC). So you may say SEO is only a subset of SEM.
