Is the Capitalized Cost on a car lease always calculated off of the MSRP?

I went to the car dealership yesterday and the salesman said that they are giving us some cash incentive, but the actual capitalized cost on the lease we were quoted is off of the MSRP sticker price. He said that this is always done that way. The capitalized cost is ALWAYS quoted off of the msrp and we can't negotiate the price of the car. Am I being lied to?
