my computer is not responding to some of my comands like ( delete, disk defracmenter, my adwarecleaner, I don't think that I have a virus, because I ran the Norton antivirus, so what could it be, and how can I fix it?

It could be simply turning it off and on. Or try unplugging the power cord from the wall and the computer. And if that doesn't work, see a proffesional. I'm pretty smart with computers but without looking at it I couldn't tell you much. At last rezort you can reset your whole computer. You can back up all your data on to CD's. If you don't know how to burn disks look it up on youtube it's too much to explain. Or you could save your data into Icloud (apple but works on any computer) or one drive (Microsoft but works on any computer)
