Can someone please tell me the name of the character and which anime he is from?
Gasp that's Shusei Kagari from Psycho Pass (which has two seasons). I personally love Psycho Pass, but anyway it's a futuristic sci-fi police anime where everyone is measured by their Psycho Pass. A Psycho Pass measures your "state of mind." The protagonist is a young woman who assumes her career as a police officer. The story itself is dark and mysterious. It contains gore, but it was enjoyable. Hope I didn't spoil anything and hope you find this helpful :)
