TiMe, TiMe ZoNe & SuNrIsE?》¿ 》?

Sunrise is at 6:26am at a Pacific Time Zone location and 6:59am at an Eastern Time Zone location. I believe this means that the western location is 33 minutes closer to east in correlation to the time line than the eastern location is. Am I wrong? I believe if this is true, it means that the actual time difference between these western and the eastern locations is 2 hours and 27 minutes as opposed to the 3 hours the clocks say. Although it is obvious why everyone in a time zone would have to be on the same time.
