My pitbull gets scared when going on walks and pulls towards home please help

I have a 7 year old pitbull that has recently started getting frightened after a few minutes of going on a walk. His tail goes between his legs, his head goes down, he pulls towards home and won't continue the walk for anything. It seems that at first he would get scared from loud noise such as fire works, car horns, and thunder. Now there is no noises and he'll put his head up and start sniffing then pull towards home.
I dont know if this has anything to do with it, but he is also snapping at my beagle quite frequently.
If you have any ideas, questions, comments or links to websites that might help fix this problem please post below.

I have asked several veterinarians and they don't have a answer that fits his condition.

I think he has anxiety. The thing with outside is probably from the memory of the fireworks they probably traumatized him or there is another dog around the area that is acting aggressive towards him on the walks even just smelling the other dog could send him off into this submission. Do you remember any aggressive barking when the incidents happen??? Do you know why he snaps at the Beagle, does the Beagle show any behavior that would antagonize him, like high tail, fixed stare, lowered head, bared teeth? Also growling doesn't always happen to show aggression. Attacks don't usually happen without being initiated by one or the other. To me it sounds like your dog has low self esteem and anxiety. I'm not an expert it would be best if you spoke to an animal behaviorist. Dogs speak mostly through body language so watch for the bad signs.
