Does tearing someone's certificate considered unprofessional?

I had registered on a 2 half-day training for Educators. I had paid the registration fee in full. Because of an intervening factor, I wasn't able to complete the training hours. I was expecting that my training certificate will be sent to me even without completing the training hour. I just found out that my training certificate has been torn and I was asked to take another training to complete the training session. Which in the first place, the thaining committtee did not mention about completing the whole training session.
