Hardware Components and software for building a computer?

Hi, I have this question for my computer science class. Prime Minister Stephen Harper needs a computer that he can use whenever he is back in Ottawa, and at home.He has set a budget of $3,500 to build a new computer.He uses his computer to write many documents, to use his Twitter account.Prime Minister Harper has recently published a book on the history of hockey in Canada, and he’s interested in writing another one. Being a Head of State, security of his data is of utmost importance. What hardware components and software are required to build a computer which meet his needs?
