Is it better to regret something that you did than something that you didn't do?

I have worked hard to get to a good uni studying PPE in England where I have always lived, but I have the option to study my 2nd year at a uni in New Zealand which is not as good... but after all it is New Zealand!
The course is less interesting there and the level of teaching is lower; but I think that I may learn more personally and on life if I go..
I could always travel after uni but is it an opportunity lost?

What do I do?
