What can a social worker in the uk do if adult neglect is suspected

I am trying to find out for a novel I'm working on, what steps social services would take if they suspected an elderly adult was being neglected or abused by their family. In my story this family is on file with Social Services, Social Services want to check the elderly adult is okay but said elderly adult's daughter won't give them access to her home.
