Can I go to a college in USA?

I am 14 and I finish school in 2015. I am American, I moved to UK in 2008. When I go to NY for my 16th birthday in 2015 would I be able to stay there without my parents and go to a fashion, modelling or beauty college over in NY? My mom said when I'm 18 I can move back there, but she didn't say that I'm not allowed to go to a college at 16 there. Sooo...would I be able to go to a college in NYS at 16 without my parents there and me living with my aunt as my guardian? Thanks :)
