Can the IRS prevent a cashiers bank check from being cashed?

I recently was approved for Social Security Disability. When I received the back pay check- I opened a bank account and had to wait 10 days to cash check, I cashed check , I paid a lot of past due bills (not knowing about owing back taxes) and then took the remaining amount and put into a Bank cashiers check in my name and then closed my account. Well now the IRS is levying my Social Security monthly check every month (almost $200)-- Now I am very concerned of how to pay my monthly bills. I am wondering if since the check is in my name and paid for BY my funds-can I simply cash without having to wait and can IRS have any access or control over me cashing???????
Also a second question....."will I have to pay taxes on a back pay social security disability check of @ $32,000?
