Help finding a book

The book cover had a girl on her horse. The girl was deaf and wrote everything on paper. She lived her her Grandfather by the shore. She went somewhere (I think she was running away) and got stuck in a storm. She took cover in an abandoned house. I thought the book was called "Stormy" but cant find it anywhere!
