Does an Australian father have the right to complain?

Does an Australian father have the right to complain? He gets a Japanese woman pregnant in Australia. She gives birth in Japan, and he will never see his daughter legal under Australian law, because she is born in Japan and will not be allowed to leave Japan before her 18 birthday. He has to pay 18 years of court ordered child support because he is in Australia, while a Japanese man does not have to pay child support, because there are no penalties, for not payment in Japan.
