why is education in mother tongue emphasized?

Well, I'm not exactly sure where you're from and it's probably different everywhere, but in a lot of places it's so that the language won't die out. This is a problem in some countries that are bilingual or in countries that have a history of colonialism. One language starts to take over and a lot of great linguistic and cultural traditions get forgotten unless they're emphasized.
