How To Fix Grand Theft Auto IV!

I have Grand Theft Auto IV for PC and wen I play the game all I see is street lights. so I don't see no cars, no people, no buildings... nothing just street lights, how do I fix this glitch problem I have uninstalled the game and reinstalled it a number of times and its still the same
can anyone help me please..?
