How come these people are not terrorists?

How come these people are not considered just as dangerous as terrorists?!
Gary Ridgway - brutally raped and murdered 49 women on a twenty year killing spree
Andrei Chikatilo - eviscerated and slaughtered 52 people
Ted Bundy - abducted and murdered 36 women
Richard Ramirez - tortured and raped 25 people, killing 13 of them

The worlds messed up one girl shot a warning shot and went to jail for 25 years the world is REALLY REALY messed up!

The term "terrorist" describes a person that kills and injures people for the purpose of instilling fear on the general population. Serial murderers commit their crimes for a distorted self gratification of some kind. The different labels don't mean that one is somehow more or less dangerous than the other, they just have different motivations and law enforcement has to deal with them in different ways.
