I can't connect to my surveillance dvr using iwatch dvr app on my android phone over the internet.

I've iwatch dvr app installed on my phone. Within my network, I can connect to the DVR using the internal IP and port 80. But I got connection failed error when I am outside of the network using my external IP and port 80. I did set up port forwarding on 80 and double checked with open port checker. I even downloaded MEye, another android app, and the result is the same. I am stumped. Thank you for any help/input.
BTW, from an external windows 7 machine, I can http to the dvr. I don't get the streaming video but at least I got still photos. Thx again.

Did you set up the port,user name and password on the mobile settings of the dvr? If not go to the mobile settings on your dvr for username leave as admin,....type a password that you can remember,this password doesn't have to do nothing with your login password of dvr,,,,use default mobile port or use a different one,open this port on your router settings and try to connect....Good luck

The device is internet ready. I can access the device via my lap top while on my home network. The device also has software that is installed on my lap top.
At home I have a Comcast account which the IP changes every six months or so. That I have noticed. From my Comcast router I then have a Netgear wireless router hooked up that has the up link to the DVR.
I have enabled port forwarding on the netgear, inserted the device IP, and documented the most recent Comcast IP.
