Why doesn't my boat have any power?

We have a 1984 Bayliner Capri with a Volvo Pentra Aq125a. It runs great out of the water hooked up to a hose, but when we put it in the water it idles fine, but has no power, it bogs down.The timing has been reset and carb was cleaned.

I'm not sure this is your problem but an engine with inadequate compression will run without a load and bog down when a load is applied.

Try to change the engine completely, maybe the engine is not working well that is the reason why the boat is having no power. You might buy the oem engine from the dealer or online websites and then get it installed.
