There are construction techniques that will mitigate the damage for most all natural disasters like concrete construction in hurricane prone areas, buildings that will withstand vibration where there there is a high earthquake risk or minimum elevations in flood-prone areas for example.

The Federal Emergency Management Agency (FEMA) offers information and guidance to local communities on ways to upgrade their building codes to minimize damage to property from such disasters. More Info:
