Canadian Income Tax Questions

My late father had earned $11,000 in interest income in 2011. However in that tax year there is no T5 for this money. He was a widower since 2009. The interest he earned was on Prov. and Fed. Bonds. He was an honest man and I can't see the Prov. and Fed Governments not sending him T5s. The account was a non-registered so it wasn't part of a RIF. Does anyone have any idea how he would have paid taxes on this income?
