Calling restrictions message on cell phone? please help

Every time I try to call my friend I get a "we're sorry, but the number you have dialed had calling restrictions that have prevented your call" message and it won't deliver texts. It does that even if I call from another lasts anywhere from 10 minutes to an hour, and then it works. We were talking earlier and then he was eating and I tried texting him an hour later and it wouldnt work and then another hour or so later I get a text saying hey from him. then we were texting an hour ago and I was eating dinner so 20 minutes later I went to reply and it did it again! I don't understand why it's doing this. We both have iPhones with verizon wireless, so luckily it does tell is if the message is delivered and read. Can someone please help?!

Maybe you entered in a area where applied a mobile phone jammer. Try to restart your cell phones, if it could not work. You should get out of there.
