How come i'm being separated from the 5th grade half of the phoenix program on May 21,2013.

Okay so i'm currently in Phoenix at my school which is a combination of 5th and 6th graders. I am currently in 6th but I will no longer be a part of Phoenix once the school year ends. But why am I just going to be separated from the 5th grade half of Phoenix? Just wondering. Thanks. Btw here is how it's going to be like next year.
