Windows 7 copy paste functions

Windows 7 copy paste functions have show 3 option when same name file 1, Copy & Replace
2. Don't Copy
3. Copy, but keep both files
but in our network PC the 3rd option not show "Copy, but keep both files " so please help what is problem why this not show in our PC

I don't use that operating system but it makes sense that the "replace" and "keep" options are only valid when you're replacing (overwriting) an existing file. They would be meaningless when you you copy a file to a folder that doesn't already have a file with that name.
