Actually it's not the color of the ice, it's that photographs taken in very cold weather have a blue tint from the effect the temperature has on the light.

I need to know what that sentence really means. I read a story and it said in the story that her eyes were pale blue of January ice. Its something about that girl being heartless. Could you explain what that sentence really means?
