"Should" implies that this is more of a political question than about employment. The answer depends on the system the people live under. A socialist system requires high taxes and dependance on government. A free market system is low taxes and self reliance. There are advantages and disadvantages to both and the answer always depends on who gets the benefits and who pays for them. What does not work are systems where the government offers more benefits than their tax structure is able to pay for, a scenario we see playing out in Europe and the US right now.
