Suggestion for good beginning music editing program

Can anybody recommend a good beginning music editing/authoring program.

I'm interested in something for making actual music files---not something that just manipulated recorded sounds.

A long time ago I used to used a program called Octamed on the Amiga---but that was ages ago. It made MIDI files. I was thinking about something along those lines. Hopefully something with an intuitive interface.
