Using a cell phone while driving is dangerous for everybody, not just teenagers, because it distracts the driver's attention.

Owning a cell phone as a teenager isn't, in itself, a problem with your education. It's how the owner uses it. If used to coordinate school and work, communicate with parents it can be a benefit. If used for social purposes to the point that the teenager's schoolwork doesn't get done, it can be an obstacle to the student's success.
