The World Health Organization (WHO) has authorized the development of an adaptation of ICD-10 for use in the United States for U.S. government purposes.

Being that the changes in ICD-10-CM are in its organization and structure, code composition, and
level of detail, separate guidelines can be based on the type of organization you are coding for whether its inpatient, outpatient, and physician’s offices that may have different coding guidelines so that physicians can get paid appropriately.
