You need to check the ground on your 115 120volt power plug .this is common .we call it the 60 hz rolling bar we find this alot with dirty power bad plugs or breakers or heavy used circuts with equipment that draws a lot of amps like ac systems blowers etc try a different plug or three prong ext cord and plug in dvr power supply in different area .they sale power filters that can correct this such as furman or monster power or panamax.good luck
