Could you create your own small town in Germany?

I understand Germany is strict, so that is the main reason why I'm asking.

If so, then how?

You would have to own the property or get the residents of that property to sign on to the idea. You would then write a town charter which is the equivalent of a municipal constitution and submit it to the federal state where it is located for approval.
