How fast would a freight train with a steam engine travel on flat ground in 1907?

How many miles an hour could you expect a freight train (not passenger) to travel on flat ground with a steam engine about 1900?

The speed would depend the weight it was pulling. At 70 to 100 tons per car, it makes a big difference. Some good history on steam locomotives:
