are all officials in the Philippine government are impeachable?

"Impeachment" is the vote in the Philippine House of Representatives that sets a trial for improper conduct. It's like an indictment in a criminal proceeding. The difficulty is that it only takes a simple majority to initiate or adjourn the proceedings and therefore it's almost impossible for minority parties to bring about an impeachment.

Once the impeachment process is complete in the House, a trial is conducted in the Senate that can remove the person from office.
