If your definition of "congruence" is the standard, "agreement, harmony, conformity," some of the traits of a child are defined by the DNA received from the mother and the father. The remaining traits will be learned from the world around them after they are born. It is very difficult to define what traits are learned and which are inherited except in identical twins where they have identical DNA. Gender plays a part because children learn by imitating but it is very difficult to understand who a young child is imitating at the time the development process is under way.
