What's the difference between "seldom" and "rare"?

Not much in terms of what they mean. Rare is an adjective and seldom an adverb.

You could say palm trees seldom grow in northern latitudes and if you found one there it would be very rare. Or, you could say palm trees are rare in northern latitudes and if you see one you're looking at something that seldom occurs.
