To what extent are the problems facing Brazil or South Africa part of the legacy of racial divisions?

Please discuss in detail. I'm not looking for anything specific, so any general information you have about anything would be helpful, so please discuss anything your most familiar with, please.

Changing inequality in any society is challenging because the group that advanced under the old system habitually view the other group as incapable and the underling group often lack the confidence to pursue educational and economic opportunities even if they are available to them. Both Brazil and South Africa, among others, are facing the challenge of erasing those attitudes along with poverty, drug abuse and high crime rates.
