What is universal jurisdiction?

How can a head of state be prosecuted for crimes he committed via universal jurisdiction.

It's based on the concept that some crimes are so bad they can be prosecuted by the international community. Genocide, executions without a criminal trial, torture and other "crimes against humanity" are considered to have Universal Jurisdiction under international law.
