Since spark plugs are rigid, there is nothing that would make your engine revv. What you describe sounds like an air problem. When you start the car in cold weather it runs at a higher RPM because the choke is closed making the mixture full rich. When it warms up the mixture leans out and the RPM drops.
Look for something blocking the air intake like a clogged air filter or intake vent or a choke that's sticking in the closed position.
