The world depends on water distribution for survival. Most often the water is distributed by rivers and streams that flow through different properties, citys, counties and states. The legal and ethical issues are almost always due to the effects the upstream useage has on the downstream population. Construction of dams, diverting the flow of streams and contamination of the water often creates disasterous problems downstream.
