I always use Acethinker Screen Recorder to create screencast video, never have the screen flickering program, you may check it out.
If you're using CamStudio, It's well worth the time to read the Help files.

Options>Video allows you to change the frame rate.

Options > Cursor Options will control the cursor.

I used to use camstudio and every time I prepare to record an area of my screen (where is located with a green frame), my screen becomes flicking. I can do nothing but restart my computer.

Now I use demo creator instead. I got it for free by writing a review for its trial version.

CamStudio works fine on most systems when setup right.

Demo-Creator costs a hundred bucks.
