A scanner makes a graphic image of a document more akin to a photograph than text computers can read. "Editing" the document would be like changing a photograph; not a simple task.
In their setup software, some scanners include Optical Character Recognition (OCR) software that will detect text in a graphic and convert it to ASCII code (computer characters that can be edited). In that process you end up with a raw text file of the words and numbers in the document but lose text formatting and any graphics like logos or photos. The accuracy depends on the quality of the scanned document, the type font and the contrast.
