Why does it take so long for deep ocean waters to circulate through the hydrologic cycle

My guess would be the effect of temperature on the water. Deep water is very cold and requires heat to rise. Without an underwater heat source like a geyser or volcanic activity, any inversion would occur very slowly, if at all.
