Mobile is just flasing

All of a sudden, my mobile is just flashing, i.e. white screen then blank then white screen, then blank...every 1/2 a second continuously. The phone will not switch on at all. Charging the mobile has no impact at all, just continues to flash. Is there a problem with the battery or is it something else?
