How can a person be named colonel and how to go about getting him named that

a person can be named anything the parents or they themselves as adults want. If its a bay, you just write the name on the birth certificate. If its an adult you go to your court and do a name change. If its not for reasons of fraud or something like that one can change their name to anything. It usuaully cost about $100. though

In the state of Kentucky, "Colonel" is an honorary title. Commissions for Kentucky colonels are issued by the Governor of the state to people in recognition of noteworthy accomplishments and public service.
