Head lights of Toyota Corolla is out even with good fuses and bulb

head lights lower beam is out, high beam is ok, fuses ok, bulb ok, is there a relay somewhere??

Have you tried turning it off and on again?

It's probably the wiring. I'd have a mechanic look at it in person if I were you. I've taken years of auto mechanic classes, but even I can't solve something like that over the internet.
