Third world order

I'm looking for a book I started reading and lost. I don't remember the author or the name of the book but the name had the word whisper or horse or something like that in it. Does anybody by any chance know what I'm talking about?
the book was about a man and the knowledge he had discovered over the years being in the service, and in the government. all confidential and secret information that the public isn't to know about. He explained about the mens elite fraternaity clubs etc. I don't know how to explain it because I only got to read about 100 pages before the book was lost. Any help about authors or books on this type of subject I would appreciate knowing the names and titles. Thank You, lady oly
