What factors contribute to people utilizing the emergency dept. as a primary source for care?

In the ten years ending in 2005, the annual number of emergency dept. visits in the US increased nearly 20%. Use of the ED for non-urgent/non-emergency visits grew from 9.7% of all ED visits in 1997 to over 12% in 2006. Estimates of total avoidable ED use range was as high as 56% of all visits.

How do you mitigate or decrease the rate of patients coming in for non-emergency treatment?
