Should new eclectical and AC installation be inspected by the city I live in?

I recently bought a house that was partially destroyed by a tornado. I was told the house was mostly gutted. New Sheetrock, electrical, plumbing, new ac unit, new Windows, new attic, and roof. I began having problem with the ac unit so I had a company come out and look at it. He told me what the problem was but said that my new ac and new electrical box had no inspection stickers from the city. He told me I should contact the city and see if they have permits on file? If they have no permits then I should contact the seller because him or the contractor is liable since it wasn't properly inspected. Is this true? What are my options should that be the case?
